The Japan International Cooperation Agency (JICA) is one of the largest bilateral donor agencies in the world and is in charge of implementing Japan's Official Development Assistance (ODA) programs. JICA is carrying out a wide array of programs in the field of economic development, health, rural development, environment, governance, and among others, for supporting social and economic development of Vietnam.

JICA is now seeking qualified and experienced candidate for the following position: Program Officer for JICA Disaster Risk Reduction (DRR) Program, Climate Change Program

JICA DRR Program aims to assist the efforts made by Government of Vietnam to manage and reduce risks from natural disasters. JICA Climate Change Program aims to assist the efforts made by Government of Vietnam in enhancing the capacity of Climate Change mitigation/adaptation. Within these programs, JICA has been providing assistance through technical cooperation, grant and loan schemes.

The “Program Officer for JICA Disaster Risk Reduction (DRR) Program, Climate Change Program” is expected to contribute to strengthening the management of the program and projects through:

(1) Supporting each individual project

- Supporting tasks for the DRR Unit, Climate Change Unit, and Agriculture and Rural Development Unit by providing logistic support for meeting appointment with Vietnamese counterparts.

- Participating in meetings between JICA representatives and relevant stakeholders such as Vietnamese counterparts and Japanese organizations and take minutes of the meeting in order to ensure the mutual understandings among participants

- Facilitating the communication between JICA and Vietnamese counterparts, including interpreting the dialogue into Japanese, Vietnamese or English

- Participating in and observing related meetings and seminars and producing relevant report in Japanese or English language

(2) Knowledge management

- Collecting relevant information from Japanese information sources and producing internal document.

- Collecting relevant information from Vietnamese information sources and translating into Japanese for producing internal document.

(3) General administrative tasks Receive phone calls, arrange logistics for domestic business trip and for missions from Japan, scanning documents, making copies, etc.

(4) Performing other related tasks requested by the Office

Qualifications and Requirements

(1) Bachelor’s degree (or higher).

(2) More than 5 years full-time working experiences.

(3) Knowledge on DRR, river engineering, sediment management, climate change mitigation/ adaptation and/or Agriculture such as water resource management in Vietnam is PLUS.

(4) Strong written and oral communication skills in Vietnamese, Japanese and English. Regarding Japanese language, more than second degree (“N2”) of Japanese Language Proficiency Test (“Nihongo Kentei”) is necessary condition. First degree (“N1”) is preferred. Regarding English, TOEIC 800 points (or equivalent level) is necessary condition.

(5) Experience with computers, including MS Word, Excel and Powerpoint.

(6) Prompt as well as careful working manner.

(7) In good health condition, no obstacles to go on business trip overnight.

Estimated salary
Up to 1,000 USD per month.(It’s negotiable if your profiency is eligible for)

Contract type:
Selected candidate will work for JICA Vietnam Office with above TOR under labour contract.
