JICA has been providing assistance with Government of Vietnam through technical cooperation, grant and loan schemes in various fields. JICA Environment Program aims to assist the efforts made by Government of Vietnam in developing new rules and regulations in the field of Circular Economy (waste management). JICA Climate Change Program aims to assist the efforts made by Government of Vietnam in enhancing the capacity of Climate Change mitigation/adaptation.

The Program Officer for JICA Environment Programs and Climate Change Program is expected to contribute to strengthening the management of the program and projects by undertaking the following activities. 

(1) Supporting formulation and implementation of projects on environmental management and climate change
- Supporting tasks for JICA Environment Unit and Climate Change Unit by providing logistic supports such as making meeting appointments with Vietnamese counterparts, accounting work.
- Participating in meetings between JICA representatives and relevant stakeholders such as Vietnamese counterparts and Japanese organizations and taking minutes of the meeting in order to ensure the mutual understandings among participants.
- Facilitating the communication between JICA and Vietnamese counterparts, including interpreting the dialogue into Japanese, Vietnamese or English
- Participating in and observing related meetings and seminars and producing necessary reports in Japanese or English language. 
- Supporting missions from Japan for formulation, design and evaluation of projects such as providing necessary information on relevant policies and the needs of Vietnamese counterparts. 

(2) Knowledge management
- Collecting relevant information from Vietnamese and English information sources and producing internal document in Japanese or English. When necessary, translating the information into Japanese.

(3) General administrative tasks
- To receive phone calls, arrange logistics for domestic business trip and for missions from Japan, scan documents, make copies, etc.

(4) Performing other related tasks requested by the Office including but not limited to ex-post evaluation, group training.  

JOB REQUIREMENTS
(1) Bachelor’s degree (or higher)

(2) More than 5 years full-time working experiences. Preferably, working experiences at Japanese company/organization, experiences in ODA sectors, and/or experiences in implementation and management of projects.

(3) Knowledge and experiences related to environmental issues and climate change mitigation/adaptation in Vietnam 

(4) Strong written and oral communication skills in Vietnamese, Japanese and English. Regarding Japanese language, more than second degree (“N2”) of Japanese Language Proficiency Test (“Nihongo Kentei”) is necessary condition. First degree (“N1”) is preferred. Regarding English, TOEIC 800 points (or equivalent level) and more is necessary.

(5) Good skills with computers, including MS Word, Excel and Power Point.

(6) In good health condition and no obstacles to go on business trip overnight.

(7) Diligent as well as being able to exercise good workplace manners.

Estimated salary
Up to 1,000 USD per month. (It’s negotiable if your profiency is eligible for)
Contract type:
Selected candidate will work for JICA Vietnam Office with above TOR under labour contract.
The work start date is expected to be 5 September 2022.
